Nuclear - Watts Bar
Information on ambient temperature of cooling water.
From Ann Harris, Sierra Club:

All discharges are poured into the Chickamauga reservoir and all intake water is taken from Watts
Bar just above the WB dam.  TVA asked for and received permission from the NRC to raise the
ambient temperature of the Chickamauga reservoir to 89 degrees this past year.
A point of info:  The cooling towers at WB were designed wrong and do not permit high temp. of
water during summer months.  It does not run very efficient and therefore does not produce large
amounts of electricity during summer months when the lake is warmed up.   The lake temp. goes up
in summer because Sequoyah is on the same reservoir also.  So putting 4 units of nuclear on the
same water source looks to me as if the fish will be cooked when they are caught.  And with bad
cooling towers design it must create problems with the efficiency of the plant as a whole and not just
U1.
In addition, everyone should contact the NRC and ask for the information concerning the chemicals
and other foreign materials or some such that have been dumped into the lake by WBN U1 and
what is the CUMULATIVE effect of all these waste water dumpings over a period of 20 to 30 years.
In some instances water testing is performed when the plant is down or just after a huge rain since
TVA does the "grabbing" of the samples not the state or TDEC.  And also remember TN is an NRC
agreement state.

No. TN0020168 Modified February 2005 Authorization to discharge under the National Pollutant Discharge
Elimination System (NPDES) Issued By Tennessee Department of Environment and Conservation Division of
Water Pollution Control.
Discharger: TVA - Watts Bar Nuclear Plant is authorized to discharge: process
wastewater, cooling water and storm water runoff from Outfalls 101 and 102, turbine building sump water, alum
sludge supernate, reverse osmosis reject water, drum dewatering water, water purification plant water, and storm
water runoff from Outfall 112 and Supplemental Condenser Cooling Water (noncontact) from Outfall 113
From Ann Harris

Eight (8) nuke units were canceled in 1984 as a result of the agency understating cost and over stating need.
In 1985 ALL five (5) working units, Browns Ferry 1,2,3 and two @ Sequoyah were shut down for safety
reasons and did not restart until 1988 and as late as 1992  Sequoyah was shut down over safety again.
In 1986 Marvin Runyan came on board as Board Chair.
In 1988 Oliver Kingsley was hired to restart the nuke program and get Watts Bar producing.  In 1992 TVA
determined to put Bellefonte on hold.
The 1995 GAO report on TVA's Financial health shows that TVA's debt was at 15 Billion when Runyan came
on board.  As a result in 1995 the debt was @ 27.9 or 28 Billion.
In that report GAO stated that if TVA should go down the nuke hold for generation then TVA as a federal
agency would be at risk.

Watts Bar in December of 1993 was at a debt level of 6.7 Billion.  They began to put the nuke debt into the
rate base in the late 80'2 as I remember ----that could be later------but the decision to raise the rates caused
outcries from the public and politicians.  Now none of the 6.7 showed an additional interest amounts nor the
2.3 Billion that was written off from the U2 at Watts Bar.  The real numbers were later passed around that the
true cost written off by TVA on Watts Bar would be at the 11 Billion amount. And to add U2 would make it
close to 14 Billion.  Be aware the 26 Billion debt does not include interest payments or short term debt or any
defeased debt

Why nukes are not the answer

1.  productivity has never reached the levels as has been previously promised
2.  Waste has not been dealt with and is a big and growing problems in communities where waste dumps are
located at the power production site.
3.  The US taxpayer will be paying for something that we do not want and for something that will kill us.
4.  Research shows that there is not a safe level of exposure to radiation.
5.  Lack of regulatory oversight.
6.  Continuing mismanagement of nuclear plants and waste
7.  Moving waste up and down our highways is not "cleaning up."
