"Technologies and Policies to Consider For Reducing Greenhouse Gas
Emissions In California" by the California Economic and Technology Advisory
Committee identifies ways to reduce greenhouse gases 25% by 2020 and 80% by
2050, as required by state law. The report gives strong support for mobility
management strategies such as Pay-As-You-Drive vehicle insurance because it
recognizes their co-benefits such as congestion and accident reductions.
“Benchmark” Study Highlights Effectiveness of Land Use Policies.  King
County, Washington enacted a land use planning initiative in 1994 to concentrate
new development and redevelopment within designated “Urban Growth Areas.” A
recently released 2008 Benchmarks Report documents several positive changes
between 1995 and 2006, suggesting that key policies have been successful.
